If you aren't on new game plus/not using skill cards, I would say very hard. Otherwise you could just buy all the top skills when you need them and it would be challenging but not impossible. No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off. I stuck it out with my Izanagi and got him to level 99 with all stats at 99. Took awhile but was worth it IMO.
