Going with the pole blade and peeler will result in overall more bleed buildup specially since somber weapons have a lower bleed buildup than normal weapons so the peeler would have more blood buildup than pole blade but work together well.

For stats I'd put 50 arc for the damage/bleed, as much dex as you an afford (up to 55), as much fth as you want to meet faith requirements on incants (if you plan to use them), and the rest going into vig, mnd, and end.
