Rykard is the best. 30k per run. Gimicky boss fight with amazing weapon. I have to agree that Rykard is the fastest to farm rune arcs. Every 5-10 minutes get summoned and then an easy/fast kill. I don’t care about the runes, because the whole point is to get the rune arcs and fast. At one point I had over 100.

So if you want a pve option, you can farm the rats which have a VERY low chance to drop Rune Arcs. The best farm location I know is the grace at the bottom of Castle Mourne before you fight the resident boss fight. Loop back into the jumping puzzle chamber and chop up the rats there. Run back to the grace, rest, and repeat.
