In the end you need to have roads with clearly visible parking spaces. (white lines) It sounds as if you didn't do the second part. Parking lots should be near your residential areas and are use to draw the flow of traffic in an area, they will go and park at it then walk home. Putting them in non-residential areas is bad, they will leave work go to the partking lot then walk home; so they only seem to use it for getting home. 1. After placing a ton of underground parking and the giant parking tower traffic seems to have calmed down and just about everybody is parked but I needed a good 4000 spaces for downtown area alone.
