I am not sure if the 990 has a thermistor behind the fuse box but if that is bad it will cause starting issues with your hold-in fuel solenoid. It's a very common problem with the 4x10 series tractors which were built around the same time as the 990's so it might be something worth checking into.

There is a company called Messick's that. specializes in David Brown parts. They sent me some things I needed. Maybe they can tell you about the valve gaps. Hope this helps.
