I would find a 06 tank and swap it in so that you have the stock pump, hook ups and correct fuel pressure.First, check gas cap. Make sure it's on there nice and tight. It's striking a fine balance between a 'full' and 'empty' reading by bending the fuel float arm and the two tabs that set your high and low limits. I'm more concerned with the 'empty' reading.IIRC your 95 is just like 96-98 except for fuel pressure. It's really pretty simple to do the pump, drop the tank, replace pump. Helps if there's not a lot of gas in the tank and if you have rust then the strap bolts are probably rusted solid.
