I figured out how to control dino max level. In your server's launch .bat file, add an argument that says DifficultyOffset=5.0 for max level of 150 for wild dinos. Example below for a .bat file to launch server with wild dino max lvl of 150. Ark dinos default at gaining about 73/88 levels after they are tamed. How do you add more levels to this? I watch multiple youtubers that after taming something (primal fear being the current mod in use) they can have 100,200, up to 250 levels they can allot if they use an in game item (like a "max experience potion").

What you have to do is copy this into your ini file twice. The first one changes the player levels, the second time you copy it changes the dino levels after tame.
