I am farming the three Red-Eyed Samurai Skeletons closest to it but I have only had one drop. Farming vertebra shackles is, in fact, worse than farming concords. It's soul destroying. You might want to consider getting online access rather than farming offline. Proof of concord kept is easily the worst to farm enemies for. It has such an incredibly low drop rate.
