Skyburner's Oath is 100% deserving of it's Exotic title. It can fire volleys of small tracking missles, and it can fire a super slow but high damaging round at a decent pace. Two fire modes, increased damage against Cabal, the ability to penetrate Phalanax (might've spelled that wrong) shields, etc. However, Skyburner’s Oath is recommended because of its ability to inflict Scorch with its hip-fired shots.
